SPANISH DEFENCES

TO BE MODERNISED

MADRID, March 18,

General Franco announced at the opening of Parliament that he intends to spend £100,000,000 on modernising Spain's army and defences.

He said that the war would be a long one. A short war would have enabled the attainment of the primary objectives, but a six or seven-year war changed the situation completely. Russia's participation gave the war the character of a fight to the death. He was convinced, he said, that Mr. Stalin's ultimate aim was universal revolution.
