NEW FINNISH MINISTERS

LONDON, March 6.
Helsinki reports that the former Prime Minister, Mr. J. W. Rangell, and the Foreign Minister, Professor Witting, have been dropped from the -new Cabinet. Dr. Henrik Ramsay, the new Foreign Minister, is a rich ship-owner of remote Scottish descent. Mr. V. A. Tanner, who strongly opposes peace with Russia, is the new Finance Minister.
