DRASTIC GERMAN DECREES

NEW YORK, Feb. 6.

The Berne correspondent of the "New York Times" says that Germany has begun mobilising civilian reserves. The Minister of Economic Affairs, Dr Funk, has issued drastic and sweeping decrees, ordering retail trades, hotels, restaurants, and arts and crafts establishments to release all dispensable labour for army service, and also closing down public entertainment resorts and places of refreshment and curtailing hotel accommodation. The mass levy is expected to yield 3,000,000 new troops by March 1.
