FIFTH COLUMN FAILURE
WASHINGTON, January 30. On the occasion of the tenth Nazi anniversary, the State Department has published a White Book describing Berlin's efforts to build up a fifth column of spies, saboteurs, and propagandists. According to the White Book, the Nazi Party foreign organisation estimated that 12,000,000 Germans in the United States and many ' more millions in other countries could be used to foment unrest in case of war, but the "evidence shows that their efforts met with little response^ Only a very small fraction of German immigrants "were receptive to Nazi ideas."
