NORWEGIAN SEAMEN
NEW GERMAN DECREE
(Rec. 12.50 p.m.) RUGBY, Nov. 16,
According to Norwegian circles in London, the German authorities in Norway have decreed that seamen leaving ships without permission are to be punished with penal servitude. Seamen going to enemy countries are liable to the death penalty.
The Germans explain that this measure has been taken because "important supplies for Norway must be kept up at any price."~B.O.W.
