U.S. WAR DEPARTMENT CHIDED
(Rec. ? a.m.) NEW YORK, Oct. 23. The "New York Times," .in an editorial, says that though the public believed the air raid on Japan was carried out without loss of American planes or airmen, except the plane and crew interned in Siberia, the War Department now admits that the men the Japanese named w^ere missing, thereby revising the generally believed account of what happened. "Surely it would have been better to announce these facts before Japan forced the announcement, or at least to have refrained from statements encouraging a mistaken impression," says the "New York Times."
"The practice of withholding bad news, or making good news sound better than it is, is costing the armed services heavily in loss of public confidence." '*
