Joaquin* Fernandez, Ambassador to Uruguay, accepted the post of Foreign Minister after Eiesco, who previously accepted it, changed his mind and declined the appointment. Francisco Solar, a Radical, who was sworn in as Minister of Commerce last night, resigned because the governing board of his party refused him permission to hold office. The Minister of the Interior, Paul Morales, used his power of decree to order the banishment of three Germans accused/of espionage after the Magistrate, on a legal technicality, freed them of charges of secretly radioing information of ship movements. Morales also ordered a search of the homes of foreigners suspected of proAxis activities. . ■
