VICHY'S FAILURE
RECRUITING OF SAILORS
NEW SIGNIFICANCE OF THE FLEET
(By Telegraph—Press Association — Copyright.) 11 (Rec. 12.45 p.m.) NEW YORK, Sept. 24* Reports from France indicate the failure of the Vichy drive to recruit , 35,000 sailors to replace the obstin- | ately pro-democratic crews which, j ■ are at present on board the , anchored fleet, says the Washing- , . ton correspondent of the "Christian Science Monitor." Nevertheless, the French Cabinet, it % is believed, opposes the. turning over of the fleet to the Germans, although German pressure is still capable of forcing Cabinet's hand. The Laval Administration now realises that_ the fleet, if surrendered, would immediately become a target iav Allied sea and air power. Furthermore, the fleet has taken on a new significance because of the reduction of the strength of the Italian navy. Many Frenchmen still believe a day of reckoning with Italy is coming.
