EARTHQUAKE REPAIRS

Sir,.—!, see'that, in. accordance with I the .suggestion of the Mayor, the Government is proposing to place an- additional financial burden on' owners «of houses and that they are going to do this by regulation and not by Act: of Parliament. I suggest that this pro? i cedure is most impolitic, because opposing, views and safeguarding- pror visions cannotin the absence of public discussion receive proper consideration. It is. almost like levying taxation by regulation. • ~. The proposed legislation would compel an .owner of premises that have been let at an uneconomic rent to continue to invest capital for the benefit of a tenant, even of an undesirable tenant or of a tenant whose incomers greater than that of the landlord. This is going beyond anything in an ordinary lease in .cases where the building becomes wholly or partly destroyed. There will be many cases in which it would be obviously unfair to compel the owner to1 repair the damage. No Government will desire' to act unfairly, and if there is any legislation it should be with proper safeguards, and exceptions, together with a right of appeal Mm. *t«- pair kay.
