LAVAL AS RECRUITING

OFFICER

LONDON. August 11. Laval said today: "The hour of liberation for France is the hour when Germany wins the war." This statement was made in an effort to whip up enthusiasm to get French workers to go to Germany. The speech was made at a frontier railway station. The audience consisted of the flrst thousand French prisoners of war to be freed by Germany. French workers on their way to Germany mingled with the prisoners.
