CANBERRA, February 27

A zoning system in the distribution of goods is to be introduced throughout Australia. This will limit the number of tradesmen delivering in any one area, releasing more men for work in war factories. It will also save petrol and oil.

The Government has also drawn up plans to rationalise district banking facilities and eliminate many of the country branches. Some Ministers believe there is unnecessary duplication of banking facilities in many towns and an unnecessary use of manpower by the banks. The Commonwealth Government is planning to curtail traffic between city and suburban areas at night so as to save fuel for the expanding war industries and prevent big crowds congregating in the city areas, causing congestion in the event of an emergency. Trams in the Sydney metropolitan area will be restricted to a speed of 10 or 12 miles an hour during the "brown-out." *•
