Representative Bates, in Washington today, requested Mr. Vinson, the chairman of the Naval Affairs Committee of the House of Representatives, to summon the Naval Secretary, Colonel Knox, before the Committee to explain what steps the navy has taken to protect New England and the rest of the east coast from attack or sabotage. Mr. Bates said that persons residing in the coastal areas, especially large communities,' were disturbed over the warnings by high Government officials that such attacks were possible,-
