(Rec. 11.20 a.m.) RUGBY, Feb. 18. A Russian night communique states: "On February 15 our troops cOntiriued* their offerisive. The enemy has thrown reserves into the battle. Britain is making it:available not merely to the Dominion Governments for Empire consultation, but also an approved modification of it tb the Dutch Government as far as the Pacific War Council is concerned.
