1000-MILE FRONT

Steady Chinese Attacks

(Rec. 1.30 p.m.) CHUNGKING, Jan. 29. An official radio communique states that Chinese troops are striking steadily at Japanese railways and highways on a 1000-mile front.

A Government spokesman said that Chinese troops in Burma have not yet seen action, but are taking tip battle stations, preparing for an attack from Thailand.

gest that such appeals be kept at an absolute minimum. The necessity for an efficient Emergency Precautions Services organisation is not in question, but it will be agreed that by good organisation efficiency can still be maintained by utilising the manpower which has now become available and. which for the time being is, not liable for military service.

ONLY ESSENTIAL MEN. "I would therefore impress upon the chairmen of the Emergency Precautions Services the desirability of limiting their appeals to essential men such as controllers and technical experts, and so to build up their respective organisations that every 'key' man will have a deputy capable of taking over the higher responsibilities : should necessity demand. By such collaboration we will be able to fill the manpower requirements of both the military and civil defence organisations.

"I appreciate the fact that in some cases it will be necessary to train men for key positions vacated by the transference of the holders to the Army, and I would suggest that in such cases the chairman of the E.P.S. concerned lodge an appeal with the man-power committee for a reasonable postponement."
