BREAK WITH AXIS APPLAUDED

LONDON, January 26.,

The latest news of the PanAmerican Conference at Bio de Janeiro is that the Political Commission has adopted a charter based on the principles of the Anglo-American Atlantic Charter.

When the chairman of the conference read out the Uruguayan Government's decree breaking off relations with the Axis there was enthusiastic applause throughout the assembly. The applause broke out again when the chief delegate of Peru recalled that his Government also had broken with the Axis. A message this evening states that Paraguay today severed diplomatic relations with Germany, Japan, and Italy.

A visitor to the Rio conference this morning was the Japanese Ambassador to Brazil.
