ATTITUDE TO BY-ELECTIONS

\ The Hon. W. E. Barnard, M.P., national president of the New Zealand Democratic Labour Party, has issued the following statement dealing with the attitude of the party in regard to by-elections during the war:—"The Democratic Labour Party will not contest the three pending by-elections. At the same time, we would strongly oppose Government legislation that would have the effect of banning by-elections in wartime and so deny the people of one or more electorates proper constitutional representation in Parliament. The contesting of wartime byelections by the Democratic Labour Party depends entirely upon the individual circumstance of the electorate and the war situation at the time."
