One alarm last evening caused many Wellington residents to black-out well ahead of others. This was. a fire alarm at about 8.50 p.m., ar^ it caused some confusion as to the position existing when the next alarm sounded at 9.15 p.m. However, observations under cover of darkness indicated that the restrictions were not being lifted by
