(Rec. 9 a.m.) NEW YORK, October 6,

The "New York Times" says that, the Administration is rapidly organising a world-wide information service designed to break the Axis news monopoly in Europe and to neutralise Germany's lie campaign against the United States in South America.

The new service will be headed by Colonel W. J. Donovan with Mr. Nelson Rockefeller controlling activities in South America. It is understood that the Administration is considering the erection of radio transmitters in Iceland and Britain.

Colonel Donovan, formerly assistant U.S. Attorney-General and Republican candidate for the governorship of New York, is also well known in the United States for his war service with the 27th Division.
