(By Telegraph—Press Association—Copyright^ I WASHINGTON, October 4. , The Standard Oil Company an- ; nounced in New York that the i tanker I. C. White, which has been i torpedoed by an Axis raider, was listed for transfer to Britain six months ago, and that, pending transfer of flags, she was operated by the Panama Transport Company. The ship had sailed under British direction, though she had an all-American crew. It appears that only 18, of the crew have been rescued so far. Commenting on the sinking, the Secretary of State, Mr. Cordell Hull, said: "This seems to be - another act' of lawlessness and piracy and attempted frightfulnegffl • in connection with a general movement to drive people off the Atlantic, which is part of the world movement of conquest." ,
