GERMANS' FAILURE
SABOTAGE BY CIVIL
SERVANTS
LONDON, October 5. A Paris newspaper today admits a serious breakdown in the German attempts to exploit France. It says freely that all French civil servants, high and low, compete with each other to misdirect orders, facilitate muddlement, and bury instructions. Reports are going round Vichy that the idea of staging a big war guilt trial has been given up. All the statesmen concerned have pre- | pared their cases but will be allowed no defence. Marshal Petain was present today at the first sitting of the council which is to deal with the cases. Another Vichy message describes the difficulties under which the French wheat harvest was gathered in. Apart from rain, there was -a shortage of labour and of oil fuel.
