MODIFICATION FAVOURED

HULL'S VIEWPOINT

LONDON, September 29

Mr. Cordell Hull, U.S. Secretary of State, said at his Press conference today that he favoured modification and not repeal of the Neu^ trality Act. He emphasised that he thought the moment was ripe for the lifting of the restrictions imposed by the Act. One important aspect, the arming of merchant ships, is to he discussed tomorrow when President Roosevelt returns to Washington for a conference with Mr. Hull.

On Saturday, Congressional leaders will discuss the same question.-

The Neutrality Act forbids the arming of merchant, ships and also forbids vessels entering combat zones which the President fixes by proclamation.
