AMBASSADOR REPORTS SWING OF OPINION

LONDON, Sept. 28. According to the "Daily Sketch," the British Ambassador in Madrid, Sir Samuel Hoare, brings good news of a complete swing in Spanish Government opinion in favour of the Allies. Briefly, Spain will not enter the war. However, one critic says that if Sir Samuel Hoare is no better at prediction than in some of his previous diplomatic achievements this indicates that it would seem a good tip to the Gibraltar garrison to make haste to man action stations.
