NEW YORK, September 24,
The Washington correspondent of the "New York Herald Tribune" says that the American-Japanese negotiations for a settlement of the Pacific problems have reached a critical stage and that President Roosevelt is exerting efforts to avoid a breakdown..
The chief obstacle is reported to be Japan's unwillingness to pledge that she will not attack eastern Siberia.
