LONDON, September 25.

The Tj.S. Secretary of State, Mr. Cordell Hull, declared in Washington today that the responsibility of feeding the people of occupied Europe lay with Germany.

In a letter to the Senate Committee oh Foreign Relations he referred to Americans who called for the shipment of food to Europe.

Mr. Hull said it was difficult to. understand why those people had made no,effort to have Germany carry out the duty which it assumed when it took over those countries by force. It was well known that the Germans had removed from those countries vast quantities of foodstuffs for people working for the German military effort.

The United States Government was deeply sympathetic with plans for the relief of every part of the world, but it was clear that responsibility (to provision those countries rested with Germany*
