Mr. Everett M. Dirksen (Republican), hitherto a strong opponent of the Administration's foreign policy, said that the domestic opposition to President Roosevelt's "shoot on sight" order to the navy would "impair our prestige and imperil the nation."

He urged the American people to adopt a policy-of "moderationism" as opposed to isolationism and interventionism and added that Congress should provide such funds, supplies, and authority as were needed to make the policy of assisting Britain and the Allies effective
