WASHINGTON, September 18,

The Navy Department announced today the completion of plans for a cargo ship of new design and capable of production in hundreds in a much shorter time than present types.

The new craft is of light weight and simple construction, and can be built at a low cost. Its construction and maintenance are also cheap. »

The first freighter, named the Sea Otter, is 270 feet in length and of 1500 tons. Its cargo displaces 2900 tons, and it can be built inland and taken to the sea by a river or canal.

The real revolution in design is wrought in the application of power. A means has been discovered by using a six-foot propeller amidships instead of the stern, with sixteen gasoline engines driving a vertical shaft similar to the practice employed with outboard motors.

Navy Department engineers say that the Sea Otters after standardisation can be produced in two months.

Using as many yards, it is possible to offset the tonnage submarined.
