BULGARIA AND WAR

AXIS PLANS

HITLER AND KING BORIS TO

CONFER

LONDON, September 17.

The "Daily Express" correspondent on the German frontier says that Hitler is reported to have summoned King Boris to the Eastern Front headquarters to discuss plans of the Axis for Bulgaria's entry into the war against Russia. ■

The Moscow radio announced that

after receiving the Bulgarian reply to the Soviet protest of September 11, the Foreign Minister (M. Molotov) received. M. Stamenov, the Bulgarian Minister, and expressed the Soviet's dissatisfaction with the reply, which in no way answered the irotest.

The Istanbul correspondent of "The Times," referring to Bulgaria's reported purchase of Italian destroyers and their possible passage through the Dardanelles to the Black Sea, says that Britain informed Turkey that as Bulgaria is regarded as a belligerent the granting of such passage would be a violation of the Montreux Convention.
