GERMAN FAILURE

RECRUITING OF SWEDES

AND BULGARIANS

LONDON, August 18. The failure of the Germans to recruit legions of so-called volunteers to fight against the Russians is mentioned in a report from Zurich.

A Stockholm correspondent complains bitterly that only 1500 Swedes have so far come forward, and he says that the greater part of'these have not turned up at the front. The Tass (Soviet) agency says that the Bulgarian legion has so fai failed to materialise, and that it is reported that officers have declared that they could not answer for the loyalty of their men.
