EACH ON ITS OWN MERITS
"Before any appeal comes before the board it has been combed by the head of the Department concerned, the Public Service Commissioner, and the National Service Department,'* stated Mr. C. O. Bell, Crown representative, at a sitting of the Armed Forces Appeal Board yesterday afternoon when referring to a suggestion made by the chairman (Mr. W. F. Stilwell. S.M.) about two weeks ago that the question of a general policy in regard to Public Service appeals should be discussed with the Public Service Commissioner. Mr. Bell said he had discussed the question with the Public Service Commissioner, and the position was that the Commissioner could not do anything further than was already being done. Each case had to be dealt With on its merits. Outlining the procedure, Mr. Bell said that when a man was called in a ballot the question was looked into by the head of the Department, and if he decided that a man was essential to the Department he sent the details to the Public Service Commissioner. After going into the details, and the number of men eligible .in the Department concerned, the Commissioner referred the matter to the Department of National Service, which again went fully into the question. i DECISIONS OF THE BOARD. | An appeal by Charles Herbert | Hooker, master butcher, on the ground of hardship, was dismissed, the appellant not to be called up before Novemj ber 11, 1941. A similar decision was i given in an appeal made on the ground of public interest by the Director of National Service on behalf of Charles Carl Orsulich, clerk in the Public Trust Office. An adjournment sine die was granted in an appeal by W. and T. Avery, Ltd., on the ground of public interest, on behalf of Ivor Matheson Cooper, scale mechanic. Michael Haji Yiasoumi, a kitchen hand, had his appeal allowed on the ground of status. It was shown that appellant, who was born in Cyprus before it became a British possession in 1914, was not a British subject by birth.
