In a speech to the army's technical chiefs, the Minister of War, LieutenantGeneral H. Tojo, said "the whole world was about to plunge into the vortex." He emphasised the necessity of replen ishing and consolidating Japan's .munitions industry to overcome economic blockade.—U.P.A
