AUCKLAND, May 29

In order not to hinder the Government's large scheme for the erection of flats in Grey's Avenue the City Council tonight approved the waiving of a condition previously placed on a contribution by the council of £25,000 towards the cost of the land, namely, that the plans of the building should be submitted to and approved by the council before steps were taken to raise the money.
