CONSTRUCTION IN U.S.A.

WASHINGTON, May 20

President Roosevelt has sent a message to Congress urging the rapid enactment of legislation to' facilitate the construction of oil pipe lines for national defence and saying that this was of first-rank importance to the industry, population, and military bases on the Atlantic coast.

To depend entirely on coastal tankers, he said, was a process potentially perilous, making the restriction of oil consumption to essential uses a distinct possibility within a few months.—U.P.A.
