"Before you record your vote go and see for yourselves," was the advice offered to the electors by Mr. H. F. Toogood, a candidate for the Hospital Board, at Houghton Bay. The hospital grounds, he said, were , cluttered with abandoned building plant and excavations, growing weeds—a picture of desolation. "There is no need for one to delve into the proceedings and accounts of the board to learn how far folly has proceeded," said Mr. Toogood. "What stands in the hospital grounds 'tells its own tale of complete ignorance of the task before the board, and so plainly that 'he who' views may read,' and all the while the hospital remains overcrowded. It is doubted if there has ever been previously such a ghastly failure of local government in New Zealand."
