SUGGESTED TREATY
JAPANESE TRIAL BALLOON

Informed quarters regard as a trial balloon a Tokio suggestion that the Foreign Minister, Mr. Matsuoka, visit the United States in an effort to conclude a non-aggression treaty.
The Secretary of State, Mr. Cordell Hull, asked whether the Government would consider such overtures, said he had no information on the subject and would rather not discuss it.
Other quarters saw the proposal— which was advanced by the political expert Mr. Masanori Ito —as an offi-cially-inspired feeler reflecting Japanese anxiety over the Washington attitude if Japan pushed her programme for East Asia expansion.
These officials contended that so long as Japan was an aggressor actively linked with the Axis 'Mr. Matsuoka would be an unwelcome visitor.— UJ?.A.
