RUGBY. April 24,

Regretting that he could not report any progress so far with the negotiations for a trade agreement and a general settlement with the Soviet Union, the Foreign Under-Secretary. Mr, Butler, stated in the House of Commons:

"I need hardly say that the British Government will always be ready, when a favourable occasion offers, to discuss questions of common concern with the Soviet with the object of settling all outstanding questions in a manner which would be equally beneficial to both parties." Mr. Butler added that the status of the Baltic was a question that might well be discussed. :
