LONDON, February 17,

Britain's policy towards Bulgaria was outlined in Sofia by the British Minister. He said that British policy was aimed at the neutrality and independence of Bulgaria and in preventing the war from spreading to Bulgarian soil. The British Government would welcome the development of friendly and closer relations between Bulgaria and her neigh-

bours.

"We have no intention whatever of taking any initiative or violating Bulgarian neutrality or involving Bulgaria in war," said the Minister. "If Bulgaria loses her, neutrality and war is brought to Bulgaria it will be solely and directly on the initiative of Germany." ,
