Nazi Control Grows

NEW RUMANIAN DECREE

LONDON, February 16.

A new decree was issued in Bucharest last night declaring that Rumania is no longer a legionary or Iron Guard State. Explaining the decree, General Antonescu said it was necessary to prevent all political activity because of the grave internal troubles Rumania had gone'through and also because of the present international situation.

There is still no more definite news of the situation in Bulgaria, although it is clear that German infiltration is continuing steadily. Ration cards for shoes and clothing have been introduced and will be in operation tomorrow.

A Reuter message from Sofia says that although no new German uniformed troops have yet been seen in Bulgaria, some 30 German divisions (about 600,000 men) are reported to be massed in Rumania.

Military preparations in Bulgaria include the mining of bridges, equipment of barracks, and organisation of food supplies.

A message from Budapest says that Hungarian troops, using dynamite, are trying to remove the danger from large masses of ice in the Danube. In certain districts the position /is extremely critical, as the water is already level with the top of the protective works, and attempts are now being made to blow up the jammed ice with dynamite.

Sir Reginald Hoare, the British Minister, and members 'of the Legation staff in gucharest, arrived at Istanbul in a Turkish steamer today. . With them were the diplomatic representatives of Belgium, Holland, and China, as well as a number of British, Belgian, Dutch, and Norwegian nationals numbering in all about 100. . Sir Reginald Hoare's party left Bucharest on Friday after the British Government had broken off diplomatic relations with Rumania.
