JAPANESE REPORT

SOVIET FLEET ASSEMBLING IN BOSPHORUS

TOKIO, February 13

The rightist newspaper "Hochi Shimbun" says it was reported from Tsuruga that the Soviet Black Sea Fleet, consisting of two battleships, four cruisers, 30 destroyers, and 24 submarines began assembling in the Bosphorus on February 7, while 2,000,000 Russian troops are massed on the borders of Turkey and Rumania.

The dispatch said that the basis of the information was Soviet official quarters, which were predicting Spain's entry into the war.
