BATAVIA, February 13

It is officially announced that the Netherlands Government in Loh-, don has instructed its Minister in Tokio, General Pabst, to inform the Japanese Government that the conduct of the foreign relations of the Dutch East Indies is exclusively in the hands of the home Government, since its representatives in the current negotiations in Batavia were appointed by the Government in London and arc not merely representatives of the East Indies.

It is also announced that Tokio has acknowledged that the position in the Indies is "at present very clear."
