LONDON, February 11

In a broadcast, Mr. de Valera told the people of Dublin that they did not realise how near war was, and he went on to announce that women and children might have to be evacuated from the city.

The first attack on them would be on their capital, he said, and it would be very difficult to provide deep underground shelters in Dublin.

The first step of a general evacuation scheme was taking place in Dublin schools this week. Once bombs began to fall it would be too late, and he said that though he hoped evacuation would be voluntary, the Government had plans for compulsory evacuation. '

He said that already 200,000 volunteers had responded to the Government's appeal for recruits for the army. '
