In 1923 he re-en-tered Parliament on his return from India and in 1925 was appointed High Commissioner for Egypt. He was attacked by the Labour Government for his administration there and resigned his post in 1929. He then became chairman of the Empire Economic Union and president of the Navy League. In 1937 he became chairman of the British Council. He was made a baron in 1925, was also a Privy Councillor and held the G.C.S.I. and the G.C.I.E.
