JAPAN'S ARMY AND NAVY

TOKIO, February 1,

Cabinet has approved estimates of army and navy extraordinary military expenditure for the fiscal year of 1941 totalling 4880 million yen (over (£300,000,000). They are scheduled for submission to the Diet after the Emperor's sanction, and they will be financed by bonds, to the extent of 3997 million yen (£250,000,000).

Including the supplementary expeiv ditures of 1000 million yen (£63,000,000) for February and March, vhich was passed recently, the estimates mean that the extraordinary military expenditure since the outbreak- of the Sino-Japanese hostilities till March, 1942, wii: total 22,355 million yen (£1,270,000,000). It is announced that rice will be rationed when a household per capita investigation, which is to begin on February 8, is completed. A passbook system is planned to effect a fairer distribution on the basis of individual needs, "particularly in the category of labour."
