BULGARIA WARY

LONDON, January 10.

The Istanbul correspondent of "The Times" says it is reported from Bucharest that German troop movements are causing grave misgivings in Rumania. Russia sent a serious caution to Berlin about this, to which Germany replied that she was merely replacing troops requiring a rest. The correspondent reported that Hungarian mobilisation was interrupted as a result of stern Russian intervention, but not before strong Hungarian detachments had occupied strategic Carpathian summits outside the territory granted to Hungary under the Vienna award. Rumanians are thoroughly alarmed at these occurrences, which are considered as the forerunners nf grave events in the Balkans. It is generally believed in Turkey that Germany is exerting strong pressure on Bulgaria to adhere to the Tripartite Pact and allow the passage of German troops, but it is believed that Bulgaria is wary of making a move likely to jpset Russia. NEW NAZI MINISTER. The arrival of the new German Minister, Captain Manfred yon Killinger, in Bucharest is awaited with apprehension. ,It is feared he will exert an overwhelming influence in politics and attempt to reinstate an Iron Guard Government. The infiltration of German troops continues, and German officers and soldiers wearing Rumanian uniforms are already incorporated in Rumanian units. The correspondent of the "Daily Express" in Sofia reported that the Bulgarian Premier, Professor Filoff, after interviewing King Boris, announced that he, five members of the Cabinet, and 50 Parliamentary supporters would begin tours throughout the country on January 12, and explain by speeches the Government's foreign policy. Germany is reported to have warned Bulgaria against a further swing to Russia, and also is actively campaigning against Professor Filoff's administration. Antagonism oetween Russia and Germany regarding Lulgaria has intensified since the arrival of German army technicians, about which Russia has asked for a full explanation.
