LONDON, November 27.

The continued Italian failure in Albania is having a disastrous effect on Germany's plans and Italy's prestige.

Bulgaria, with the Rumanian example before her, today announced her intention to spend more money on her army, and messages from Sofia say she. is feeling more confident that she will be able to withstand German pressure.

Prominent Bulgarian statesmen expressed regret in the National Assembly today that earlier in the debate attacks had been made on Yugoslavia. They expressed warm friendship and solidarity with Yugoslavia and a desire for a complete understanding with Turkey. The Russian radio broadcast a denial by the German news agency that the Bulgarian Minister to Berlin had presented the Bulgarian Government with a protocol for signature by which Bulgaria would join the Axis. Britain's declaration yesterday that if Bulgaria remained friendly to Britain and her allies, Britain would maintain her integrity at the peace conference has been warmly welcomed in Sofia. Even Spanish newspapers are commenting openly on the success of the Greek arms. The Berlin correspondent of tne Spanish news agency admits the Greek military successes, and other military correspondents publish the fact that the Italian offensive has been paralysed and that the Greeks have assumed the offensive.
