BRITAIN'S ATTITUDE

INTEGRITY SECURE

IF AXIS NOT AIDED

LONDON, November 26.

In the House of Commons, Mr. R. A. Butler, Under-Secretary for Foreign Affairs, today denned the British Government's attitude to Bulgaria in a statement which carries particular significance at this stage of events in the Balkans.

Mr. Butler said that his Majesty's Government welcomed the opportunity of stating that if Bulgaria did not join or assist, either actively or passively, the enemies of Britain, or attack our allies, the British Government intended to do its best to ensure that in any eventual peace settlement to which Britain is a party the integrity and independence of Bulgaria would be fully respected. This important announcement from London has come on the same day when Nazi statements on the expected adherence of other countries to the Axis-Japan Pact are being hurriedly superseded by such statements as "the first round of admissions is closed."

A definite statement that Bulgaria would not join the Pact was made at Belgrade today by the Bulgarian Minister to Berlin.

The First Secretary of the Soviet Foreign Office had conversations with King Boris of Bulgaria and the Bulgarian Prime» Minister v Earlier agency reports that the American Ambassador to Moscow joined in these conversations have since proved inaccurate.
