LABOUR IN RUSSIA

TRANSFER DECREE

MOSCOW, October 21. A decree authorises commissars to transfer engineers, technicians, and skilled and white-collar workers to wherever they are needed. The Government is to pay all transport charges for a man and his family, also the cost of moving furniture. Workers will receive bonuses, in addition to full pay on the journey. Wives will be released from their own work to accompany their husbands. Workers who do not comply with the transfer decisions will be regarded as arbitrarily quitting their jobs and will be subjected to heavy penalties.
