COMPULSORY PROVISION
Power to require contributions to war-purposes loans is given to the Minister of Finance in Regulation 14 Of the Finance Emergency Regulations. 1940 (No. 2). This regulation provides that, if the Minister has reason to believe'that any person has not subscribed in due. proportion to his means to the loan, he may, by notice in writing, require that person to subscribe to that loan. In ascertaining the amount to be subscribed the Minister is to take into account any other amounts subscribed to any other war-purposes loan or given or lent to ; the War Expenses Account. The person called upon to subscribe has the right of appeal on the grounds of undue hardship. Appeals must be made within fourteen ,days of receiving the notice of the amount required.

or whose appeal has been disallowed, refuses or fails to comply with the demand made by the Minister he shall be liable on summary conviction, in addition to any other penalty imposed under the regulations, to a fine not exceeding the amount he is required to subscribe to the loan. The amount of such fines will be paid into the War Expenses Account.- The payment of a fine or the serving of a sentence if imprisonment is imposed does not cancel the obligation to pay the contribution to the loan.
