GERMANY'S PLANS
WHAT MEMORANDUM SHOWS

The "New York Times" has published a memorandum which it has obtained from what it calls "sources regarded as of guaranteed authenticity," stated a London commentator today. "This memorandum contains what are said to be Germany's plans for the reorganisation of Europe. Switzerland is to be divided between Germany, France, and Italy; the Netherlands are to go to Germany; Norway to Sweden; Belgium is to be divided between Germany and France; Nice, Corsica, and Tunis are to go to Italy. Rumania and Yugoslavia are to be divided between Bulgaria, Hungary, and Italy.
This was only the beginning. In the spring of 1941, according to the memorandum, Germany is to move against Russia in order to go back to the old frontiers laid down by the Treaty of Brest-Litovsk, in 1918. This would give Germany all Poland, most of the Ukraine, and Estonia, Lithuania, and Latvia. In 1942, Germany will demand what the memorandum calls "adjustments," by which Trieste will be added to the Reich and Italy will come under the domination of Berlin.
The commentator said that this was all very pretty, but it was based on supposition No. 1 being fulfilled; that was, that Britain would be defeated in the next few months or so. No account had been taken of the British Navy, Army, and Air Force in the memorandum or even of what Russia might think about it.
