Vienna Talks Begin

ANXIETY OF AXIS POWERS LONDON, August 20. The first of the Vienna talks took place todly. Herr yon Ribbentrop and Count Ciano received each delegation separately today and it is expected that the delegations will be brought together in joint session tomorrow morning. After today's talks the Ministers of the two Balkan countries are reported to have conferred with their Governments by telephone.

Agency reports from Vienna say that the Axis Powers are examining the questions at issue very carefuly before bringing the two parties together. Germany is obviously very concerned about maintaining the supplies of petrol and raw materials from Rumania, and is anxious to get the dispute settled without delay in order that she may devote her main attention to the struggle against Britain. German and Italian newspapers emphasise that the Axis Powers are in no sense arbitrators in the dispute but are simp*ly trying to assist the parties to find an equitable solution of the dispute over Transylvania. There are no reports today of any fresh incidents between Hungary and Rumania. A London commentator said that today's meeting was likely to be a delivery of urgent instructions by the German Foreign Minister, with the Italian Foreign Minister nodding agreement, rather than a discussion between independent countries.
