RIGHT OF APPEAL

When the Health Amendment Bill came befdre the Legislative Council yesterday afternoon .the Leader of the Council (the Hon. D. Wilson) introduced an amendment to the clause dealing with the establishment or extension of offensive trades. The Health Act of 1920 provided that where a licence to conduct an offensive trade was refused by a local body an appeal could be made to the Minister of Health, who would establish an appeal board consisting of a Magistrate and two assessors. The amending Bill extended the licensing provisions to extensions of such trades and removed the right of appeal. The amendment introduced in the Council restored it. The Bill was put through the Committee stages, read the third time, and passed. The Thames Borough Commissioner Amendment Bill and the Waitara Borough Empowering Bill were also put through ..the Cbmmittee stages, read the third time, and passed..
